Autmated vs Manual use of e-Journals?

I think the publishers should start treating e-Journals as databases.
Something I request since some time

No subscription to a journal but to a publisher.
Give abstracts for free - like sciencedirect - and bill the volume of
downloads.
Woudn't that solve all problems ? You could do the automated download and
the more you download, the happier the publisher gets.
Of course, that would need an entirely new kind of cost calculation for the
user.
