i think the "proposed recommendation" drafters agree with you. to wit (from
http://www.w3.org/TR/PR-xml-971208):

[17]  PI ::=  '<?' PITarget (S (Char* - (Char* '?>' Char*)))? '?>'
[18]  PITarget  ::=  Name - (('X' | 'x') ('M' | 'm') ('L' | 'l'))
