More Entity-Value fun

Here is another XML quandry: how can I declare an internal entity with
"25%" as its replacement text -- without using a character reference
-- when "%" is not allowed to appear in an entity value?  

Perhaps it would make sense to add % to the predefined entities
(4.5).
