XML spec DTD and s/w

The XML spec at

http://www.w3.org/TR/1998/REC-xml-19980210.xml

has <!DOCTYPE spec SYSTEM "spec.dtd" ..

does anyone know a location where spec.dtd can be accessed.

Also, I would like to know the s/w, process used to convert this xml to the
html
version.
