I'm still bewildered.  I have unzipped the files, which are now at

	http://www.ccil.org/~cowan/XML/ParserFilter.java
	http://www.ccil.org/~cowan/XML/NamespaceFilter.java
	http://www.ccil.org/~cowan/XML/NamespaceFilter.txt

All tests I applied to the ns.zip file proved it sound; it expands
with jar, pkunzip, and INFO-ZIP unzip equally well.
