Probably not, but it might be extremely useful for all French
non-English speakers.

Yes, there should be a law or something.

Hey, I've got an idea - why not have the XML standard require all
documents to be in English?  That way, documents will be universally
understandable and accessible to all.

If I haven't seen further, it is by standing in the footprints of giants
