I just wanted to speak up on this, since you and Eliot have both done
this now:

Only IANA can use "-//IANA//".  Only Netscape can use "+//IDN
netscape.com//".  The "owner" in the "owner identifier" is *the owner
of the FPI*, not the owner of the resource.

You can create -//Toby Speight//NOTATION MIME image/gif//, but you may
not create -//IANA//NOTATION MIME image/gif//.  If IANA creates the
public identifier for their resource, you may use it, but you may not
infringe on their namespace.

DeRose and Durand, in _Making Hypermedia Work_, used their ISBN to
create FPIs for a variety of notations, and donated those FPIs to the
public domain.  I recommend using these if the creator of the resource
hasn't designated an FPI of their own.
