Agreed! 

I have just been doing some work with SGML (sic) tools and finding that
many of them take the existence of catalogs for granted. Indeed, I think
that quite a lot of SGML-experienced people automatically assume some sort
of catalog-like machinery when discussing how things will work in XML. Of
course the XML 1.0 spec itself has no reference to catalogs and assumes
that there is some mechanism for resolving (F)PIs - catalogs are probably
the most likely one.
