base 64 encoding

BASE64 encoding is specified as part of the MIME spec (RFC 2045 or part 1 of
5).  A copy of it can be find at:

It is a tad chewy in terms of readability though.  If you write "Dummy's
Guide to BASE64", I am sure it will be a best seller.
