Namespaces: prefixes vs. no prefixes

I was going to suggest such a function (a prefix for unprefixed names), but then 
realized I didn't know what the rules were.  For the moment, leave it out and 
let applications implement it locally if they want to -- it's not difficult.  In 
the future, it might be a nice backward compatibility tool.
