XCond: towards an XML version of conditional inclusion

I would like to sketch an improved replacement for the lost SGML INCLUDE
and IGNORE marked sections.  XML rightly ditched them in document
instances, though retaining them in DTDs; they are ugly syntactically,
inflexible, and don't adapt well to complex conditions.  "XCond" is my
tentative replacement for them.
