XSchema: Proposed Outline

A proposed outline for the XSchema specification follows.  I hope to begin 
filling in the spaces over the weekend, so I'd appreciate hearing about 
anything that's

a) missing (keep in mind that this is a _small_ project)
b) needs expansion
c) should be deleted
d) is dead-wrong and/or inappropriate.
