SAX: Resolving entity sysids

Geir Ove Grønmo has now been kind enough to clear up my confusion on
this matter. SAX does not concern itself with parameter entities at
all, since it's a non-DTD-aware API and PEs only occur in the DTD.

Maybe I should go get some sleep or something... :)
