Most definitely.  The W3C XML Linking Working Group was recently
formed and is discussing XLink and XPointer.  An XML Linking Interest
Group is expected to form shortly to have more public (within W3C)
discussion of the two formats.  For more information take a look
at the working group page at

  http://www.w3.org/XML/Group/Linking.html

It includes a link to the XPointer requirements document, updated
last Thursday.
