Normative, no, but James Clark's SGML declaration
(http://www.w3.org/TR/NOTE-sgml-xml-971215) has some
standing, since it is referred to in the XML Rec.
That says "FEATURES OTHER FORMAL NO".
Nevertheless, most PublicIds in examples are FPIs.
