If the following is wrong, could someone let me know:
>From the archives, it looks like encode/decode with base64 is the way to go.
It also looks like this'll be code in the app above expat; there is no
support in the current version of XML or expat for base64 encoding.

24 (control-X) is not a legal XML character (production 2), and
character references must expand to legal characters (production 66).
