Whitespace question

My understanding is that xml:space="default" is the default behavior
in all cases -- "no intention" declared.  The only declarable intention
is with xml:space="preserve", which in practical terms suggests that
the "ignorable whitespace" isn't really ignorable.

The problem is that the xml:space="default" behavior isn't specified
well enough that there will be an interoperable interpretation.
