For the record, "Namespaces in XML" did not follow a process
like any other W3C recommendation. It is disingenuous to 
suggest that it did. In fact, this spec was not even subject 
to the scrutiny of a W3C Working Group from August, 1998.

And where is all of the content? Hmmm! They do seem to be silent.
