Two new methods:

void namespaceSupport(boolean) forces all namespace
attributes (xmlns and xmlns:*) to be automatically inherited iff
the argument is true.

boolean isInheritable(name) returns true if the argument is an
inheritable attribute: either a namespace attribute iff namespace
support is on, or an explicitly declared attribute, or
xml:lang or xml:space.
