Future use.  The application of namespaces to entities isn't fully
understood right now, but if colons in entity names are declared
meaningless now, then any future attempt to attach meaning later will
be a disaster.  It's the same reason that colons in names (except
xml:lang and xml:space) were declared to be reserved for experimental
use in XML 1.0.
