Namespaces hate validation!

Not quite.  You must also rewrite the (compound) DTD to use
the same prefixes as the rewritten instance, and you must have
an oracle which can tell you how the prefixes in the DTD map
to URIs, since the Namespaces PR does not tell you how to learn that.
