Tools to create dtds

Earl Hood's perlSGML is a collection of perl scripts, many of which are
very handy when building, documenting, and maintaining DTDs. While you
need perl installed, you don't need to know any perl to use them. I
believe they even work with perl 4. They work fine with XML DTDs.
