Inheritance using DTDs

Perhaps a silly/obvious question ... 

If you have an XML document with a DOCTYPE declaration and an internal DTD
subset, wouldn't you consider that a form of inheritance?  The internal
subset is inheriting all the definitions in the external DTD document, and
is able to override/extend it.  Seems just like object inheritance, with
the proviso that it is a one-deep inheritance.  /Roger
