Except for DTD-based validation, which has to stay backward
compatible.  So either we heave over DTD's altogether, or we
apply Tim's algorithm (which unquestionably works, but at a price).

How about from W3C staff?  After all, the PI-based version of
the namespace rec made it almost all the way up before being vetoed,
as I understand (I wasn't there, so I speak under correction).
