Another errata?

Quite right.  This distinction was introduced into xml-names between
the August and September working drafts; the latter is the first which
contains the examples in question in the new clause 5.3.  Earlier
drafts said "The namespace of an unprefixed attribute is a function
of the type of the element to which it is attached, and to the namespace
(if any) of that element."  Context suggests that the function in
question is the identity function, but it is not explicitly specified.
But this is now moot.

I will have to fix my NamespaceFilter.
