Another errata?

Speaking of the idea that unqualified attributes do not  have an association
with a 'default' namespace, John Cowan  wrote "This distinction was
introduced into xml-names between the August and September working drafts."
That is correct.  To be absolutely precise, the technical distinction was
recognized by members of the WG substantially before September, but it took
until the September draft to get agreement that the current wording best
expressed the preferred relationahip.
