This one is not valid; a validating parser should reject it.

> <NAME NAME_VALUE=""/>

This one is valid.

There's no way to declare that an attribute is non-empty text.  You
could conceivably declare it NMTOKENS if the value will always consist
of space-separated strings of letters, but I don't think that's really
what it's meant for.
