I don't know if it's strictly "legal", but both NN and IE v4.x allow a <FONT
COLOR=...> setting within <PRE>  </PRE>.

What they ignore is <FONT SIZE=...> and <FONT FACE=...>.

Seems logical - almost  ;¬)
