CDATA sections not valid in element content

This a known erratum in the XML spec. The public errata doc, when it
is updated (Real Soon Now) will say that an empty or space-filled 
CDATA section in an element with an element content declaration is *not*
valid; the justification being that this flies in the face of the
intended use of CDATA sections, per the first paragraph of section 2.7.
