What about the new XML Schema spec (which raises the complexity quite a bit
over DTD) in the pipeline? Has anyone eyeballed the likely size of the
parser for new XML Schema?

As far as certification process goes, it is fairly straight forward (at
least for Java) to write a harness that analysize the code (XLint?) to make
sure it generates valid XML.
