Undeclared namespace

Yes, but if you DO define the namespace attribute, it has to be #FIXED.
This seems to be generally accepted as incorrect. The XHTML DTDs include
the namespace attribute but it is not #FIXED, therefore totally valid
XHTML documents fail validation!
