Question on reuse of the XML spec

Does anyone know what the policy is on using the XML spec's contents to
create a rough draft of another spec?  I read through W3C's copyright
policy page but there was nothing about this.

I realize that this is like Trotsky asking to borrow Stalin's good suit
for a rally but it seems like a waste of excellent material to start
from scratch.
