You could have a look at Transformiix, which is part of the Mozilla
project. Not sure of it's compliance level, but it's probably a frew
drafts out of date.

Infoteria also make a C++ processor.

The Apache Group recently announced plans to release a C++ version of
the XALAN processor some time in the (far?) future
