[SML] Preliminary EBNF for SML

This message is for those interested in SML.  I would like
to suggest that we use the [SML] prefix to identify our
messages for filtering purpose.

Below is a preliminary version of EBNF for SML.  I would
appreciate your comments on it.  Notable changes are:

1. Limited name characters
2. Removal of 'gt' and 'apos'
3. Removal of ' as attribute value delimiter

#1 and #2 should be fairly controversial so I wanted to
get your feedback.  I do realize that, removal of 'gt' and
'apos' do not have any real benefits others except that
they are unnecessary.

StartTag ::= ‘<’ Name (S Attribute)* S? ‘>’
EndTag ::= ‘</’ Name S? ‘>’
EmptyTag ::= ‘<’ Name (S Attribute)* S? ‘/>’
Attribute ::= Name S? ‘=’ S? ‘”’ ([^<&”] | CharCode)* ‘”’
Name ::= NameStart (NameChar)*
NameStart ::= [a-zA-Z] | ‘_’ | ‘:’
NameChar ::= NameStart | [0-9] | ‘.’ | ‘-‘
CharData ::= [^<&]*
CharCode ::= ‘&’ (‘#’ [0-9]+ | ‘lt’ | ‘amp’ | ‘quot’) ‘;’
S ::= (#32 | #9 | #13 | #10)+
