[SML] Preliminary EBNF for SML

This message is for those interested in SML. I would like
to suggest that we use the [SML] prefix to identify our
messages for filtering purpose.
Below is a preliminary version of EBNF for SML. I would
appreciate your comments on it. Notable changes are:
1. Limited name characters
2. Removal of 'gt' and 'apos'
3. Removal of ' as attribute value delimiter
#1 and #2 should be fairly controversial so I wanted to
get your feedback. I do realize that, removal of 'gt' and
'apos' do not have any real benefits others except that
they are unnecessary.

element ::= StartTag data EndTag | EmptyTag
StartTag ::= < Name (S Attribute)* S? >
EndTag ::= </ Name S? >
EmptyTag ::= < Name (S Attribute)* S? />
Attribute ::= Name S? = S? ([^<&] | CharCode)*
Name ::= NameStart (NameChar)*
NameStart ::= [a-zA-Z] | _ | :
NameChar ::= NameStart | [0-9] | . | -
CharData ::= [^<&]*
CharCode ::= & (# [0-9]+ | lt | amp | quot) ;
S ::= (#32 | #9 | #13 | #10)+
