Most contributors would switch the entries in positions 1 and 0.

If you expand "namespaces" to "0) Names and Data", while you would be working
towards a simpler model, if you were to insist on a complete and consistent
realization of that model, you would need not only to set aside numerous
features of xml, but to disavow them and to the extend that they contradict,
to promote a non-conforming implementation.
