XFM (or something similar)

Turn it around -- require a document to specify what capabilities it
requires of a processor beyond the core, e.g., XLink.  XFM might be
interesting to an installer, but how often do you choose a parser?  I'd like
to open a document and find out right away if my tools are sufficient to
consume it.
