URNs in SYSTEM declarations

URNs are an acceptable part of the URI spec, but XML processors may have no
way to resolve them to actual resources.  What should a validating parser
do when confronted by:

<!DOCTYPE myDoc SYSTEM "urn:itsSoObvious">
