No. Tim has been very careful to state that he is posting as himself -- his
individual opinions.

Not the goal, as has repeatedly been said, by more experts (of expert
stature than myself), "not a goal" does not equate to "cannot be done".
That may very well have been the intent of that statement, but it doesn't
say that, and language commonly used in specs to provide for such
proscriptions was not used.
