It looks like you want to first create a child element having tag name
"RESUME," and then put the CDATA section in that. So your Delphi code
would look like this:
oChild := oXMLDoc.createElement('RESUME');
oChild.appendChild(
oXMLDoc.createCDATASection(dmMain.BDEQuery2.Fields[i].AsString));
oNode.AppendChild(oChild);
