Namespace question: Do attributes inherit the element's namespace?

Er, I guess so... did David really mean that?  In my experience we have
got a lot of complaints saying "obviously the two are identical, you
should have made it compulsory" and very few (none?) saying "you should have
disallowed treating them as equivalent".

I think we did the right thing. -T.
