Namespace question: Do attributes inherit the element's namespace?

Understood -- I mistakenly wrote "identical" where I meant
"different".  Sorry for the confusion.

To make it clear, I believe that all real-world apps will treat the
attribute names *identically* in examples like these:

  <html:a href="foo">
  <html:a html:href="foo">

With the benefit of hindsight after more than a year's implementation
experience, it's pretty clear that needlessly complicated the spec (a
lot) and implementations (a little) by allowing these two cases to be
distinguished.
