SAX2 Namespace Support

I agree with David here. Just spit out the information as strings and leave
it up to the reciever to put it where it feels the best. Don't assume that
people want to 'program in SAX', in my opinion. Its job should be to get
the parms in and get the data out in an API that people can write
generically to, and introduce as little overhead as is reasonable in the
process.
