Not generally.  That'd imply they had access to current WG
status, which isn't the rule for IG particpants who aren't
in member organizations, or for those public lists.

And anyway ... the issue is _serious_ comments, not casual
ones.  The W3C is currently set up so it's excessively hard
for people not within W3C to make such comments and get them
acted upon, even if they were to volunteer the time to make
them happen _and_ the WG agreed it needed doing.
