quotes in canonical forms

It'd appear that that draft is wrong, and single quotes
should be used, eh?  :-)

As for how these relate to the W3C canonical form stuff,
I should read that document; it wasn't clear from looking
at its requirements that it was intended to support apps
such as conformance testing.
