Indeed. I can think of several people who have made very valuable
contributions
on XML-DEV and have subsequently been asked to be help on W3C activities
and groups.

An important aspect has often been the commitment and ability to support
the community by
(say) contributing code, writing position papers (some have become W3C
Notes), running 
mailing lists etc. 

In a Zen-like manner, those who strive to become invited probably don't :-)
