XLF logs are external parsed entities, not documents (because the
end-tag for the root element would never get written).  To process
them, we use stub documents like this:

	<!DOCTYPE LOG-ROOT [
		<!ENTITY the-log SYSTEM "(insert log's URL here)">
	]>
	<LOG-ROOT>&the-log;</LOG-ROOT>

We assume that each log entry gets appended to the entity atomically.
