I would recommend UTF-16 (little endian).  Unfortunately, MSIE 4.0 
does not support big endian.  (None of the tools from Microsoft 
do?)

ISO-2022-JP, EUC-JP, and SHIFT_JIS works fine.  But the conversion 
between these encoding and Unicode is a tricky business.  Different 
tools provide different conversion.  :-<
