When I have questions like this I generally tend to see what happens with a
parser. The parser writers have spent a *lot* of time over the spec and the
current generation of parsers are very high quality. It's worth installing
2-3 and seeing if they all agree.
There are a (very) few places where some parsers don't match the current
spec (especially those which are pre-XML1.0). But they (the parsers and
their authors) are much smarter than me. So I often use a computer to 'do
my thinking for me'

When SAX1.0 is released JUMBO2.0 will be able to support a number of
SAX-compliant parsers under it. It depends on the timescale that the
authors are able to manage. You can then compare how each parser behaves.
The areas of concern that use of multiple parsers will highlight are those
whose semantics are fuzzy. PaulP highlighted one - the question of what a
parser should do with SDD+internalSubset+externalSubset. This is an area
where it is likely that different parser writers might make different
implementations..
BTW I didn't answer the question, did I? :-) I think you will find it is
yes, but trust a parser and not me.
