Attribute value normalization

| While translating the XML specification, I find that I do not

While reconsidering your question I found that

 a) my previous answer is wrong and
 b) my interpretation of the spec at this point hinges on whether the
    normalization step for non-CDATA attributes should be performed
    before or after the normalization of whitespace to
