W3C spec.dtd

Hi,

there are some technical reports on W3Cs website that are marked up according
to a DTD called 'spec.dtd' (that's the system identifier). Is this DTD
publically available? Does a DSSSL style sheet exist, that renders instances
of this DTD to HTML?
I couldn't find answers to this question on W3Cs site.
